Updated List of Political Prisoners in Azerbaijan Reaches 375

The “Freedom for Political Prisoners of Azerbaijan” Alliance has released an updated list of political prisoners in the country, now totaling 375 individuals. This reflects an increase of 21 new names compared to the previous list published on February 12, 2025, which included 357 prisoners.

The new entries include:

  • Journalist Ulviyya Ali
  • Civic activist Ahmad Mammadli
  • Civil society representatives Bashir Suleymanli and Mammad Alpay
  • Recently arrested members of opposition parties, including the Popular Front Party (AXCP)
  • Religious activists and other public figures

The list was compiled by Leyla Yunus, director of the Institute for Peace and Democracy, and Elshan Hasanov, head of the Center for Monitoring Political Prisoners.

The updated list categorizes prisoners into 12 groups:

  • Journalists and bloggers – 29
  • Human rights defenders – 6
  • Opposition party and civil society members – 39
  • Ethnic minority activists – 5
  • Anti-war activists – 2
  • Protesters from the Soyudlu village case – 2
  • Deported political asylum seekers from Germany – 5
  • Religious believers – 241
  • “Tartar Case” prisoners – 8
  • “Ganja Case” prisoners – 13
  • Life-sentence prisoners – 12
  • “Imishli Case” detainees – 13

The list is based on the criteria set forth by Resolution 1900 of the Parliamentary Assembly of the Council of Europe (PACE), adopted in October 2012, which outlines the definition of “political prisoner.”

Despite mounting evidence and detailed documentation, the Azerbaijani government continues to deny the existence of political prisoners, claiming that all individuals listed are imprisoned for criminal acts—not for their political views or civic activities.
