The Azerbaijani government has reportedly stopped implementing rulings issued by the European Court of Human Rights (ECHR) since March 2024. According to lawyer Fariz Namazli, the state has not only ceased paying compensations but has also systematically refused to review cases in the Supreme Court based on ECHR judgments.
“This is not just about avoiding technical compliance; it’s a clear breach of Azerbaijan’s international legal obligations,” Namazli said.
Furthermore, Azerbaijan has reportedly begun ignoring the Court’s requests during the communication phase of ongoing cases, showing what Namazli calls “a disrespectful and dismissive attitude toward the Court’s authority.”
In 2024 alone, the ECHR ruled on 39 Azerbaijani cases—finding violations of the Convention in 38 of them. The Court remains the last hope for many citizens seeking justice.
However, President Ilham Aliyev declared in April 2025 that Azerbaijan would no longer recognize the Court’s authority. Speaking at a forum, he argued that since Azerbaijani representatives are no longer allowed to vote on ECHR judges in the Council of Europe’s Parliamentary Assembly (PACE), the rulings are illegitimate.
This move follows PACE’s decision in January 2024 to reject the credentials of the Azerbaijani delegation due to severe human rights violations, press crackdowns, and lack of democratic processes.
