Parents Protest Sudden Change in Admission Rules for Lyceums and Gymnasiums

The Ministry of Science and Education of Azerbaijan has unexpectedly changed the admission rules for lyceums and gymnasiums across Baku and other regions. According to the new policy, only 6th-grade students (applying for 7th grade) are eligible for entrance exams. Previously, students from 5th to 8th grade could apply.

This last-minute decision has sparked widespread discontent among parents, many of whom have spent years preparing their children for these admissions—investing both financially and emotionally. The abrupt policy shift, made without public explanation or transition period, has disrupted educational planning for thousands of families.

Education expert Kamran Asadov criticized the move, calling it both ethically and administratively unacceptable:
“A bureaucrat’s sudden decision cannot alter the educational path of thousands of students overnight.”

He emphasized that such significant changes should be announced at least a year in advance and be accompanied by public justification and legal backing. According to Asadov, the lack of transparency and planning undermines trust in the education system and violates families’ right to plan for their children’s futures.

The Ministry has yet to issue an official statement. Meanwhile, the Education Institute has confirmed that the issue is under discussion and further clarification will be provided to the public soon.
