Reports from anonymous sources suggest that individuals suffering from drug addiction are being transferred directly to the Baku Pretrial Detention Center without receiving any medical treatment at a narcology clinic.
According to a letter received by Toplum TV, individuals with long-term addiction are placed in closed confinement within a single day of detention and are left without medical care.
“Without access to proper treatment, inmates resort to intravenous saline infusions, painkillers, or sleeping pills. When these fail, they consume ‘chifir’—a highly concentrated tea used for its intense sedative effects,” the letter states.
The lack of medical intervention reportedly leads to serious health deterioration, including liver damage.
What Does the Law Say?
According to lawyer Fariz Namazli, Article 22.2 of the Azerbaijani law “On Ensuring the Rights and Freedoms of Persons Detained in Custody” mandates that all detainees must undergo a medical examination within 24 hours of their admission to the facility.
“During this examination, particular attention must be given to symptoms of withdrawal caused by narcotic or psychotropic substances, and treatment should follow. However, the type of treatment is determined by the medical personnel,” Namazli explains.
If a detainee believes they are not receiving adequate care or should be admitted to a specialized clinic, they have the right to submit a formal complaint to the Medical Department of the Ministry of Justice. If the complaint is ignored, the individual can seek legal remedy in court.
