Detention Periods Extended for Civil Society Activists in Azerbaijan

On July 9, the Binagadi District Court extended the pre-trial detention of several individuals arrested under Azerbaijan’s so-called “NGO Case” for an additional three months. Those affected include:

  • Mammad Alpay, Executive Director of the Election Monitoring Alliance
  • Bashir Suleymanli, Head of the Institute for Civil Rights
  • Asaf Ahmadov, Head of the Ganja Regional Community Center
  • Zamin Zaki, a social worker

Mammad Alpay and Bashir Suleymanli were originally detained on March 14, the same day that Hafiz Hasanov (Legal and Development NGO) and Khalid Agaliyev (Media Law Institute) were also arrested. Agaliyev was later released, while Alpay and Suleymanli were remanded in custody for 3 months and 28 days. On March 17, Hafiz Hasanov was placed under house arrest for four months.

On April 9, Asaf Ahmadov and Zamin Zaki were also arrested and placed in pre-trial detention for 3 months and 4 days.

All detainees face charges under the Azerbaijani Criminal Code:

  • Article 193-1.3.2 – Legalization of criminally obtained property
  • Article 308.2 – Abuse of power causing grave consequences
  • Article 313 – Official forgery

Other individuals linked to the case, including Subhan Hasanli (Social Rights Center) and activist Aytaj Agazadeh, are currently wanted in absentia as they are outside the country.

Several other civil society members have been placed under police supervision during the investigation.

This ongoing crackdown on independent NGOs is widely seen as an attempt to suppress critical voices and civic engagement in Azerbaijan.
