Family reports head injuries and concerns over his wellbeing
Haji Valiyev, a former soldier in the Second Karabakh War and head of the now-dissolved “Young Veterans” Public Association, is reported to have been subjected to torture while in detention.
According to his family, during a recent phone call, Valiyev stated that he had suffered an injury to his head and was experiencing difficulty speaking. His relatives expressed serious concern about his condition.
The Penitentiary Service and other relevant authorities have not responded to the allegations.
Following the Second Karabakh War, Haji Valiyev became known for publicizing the struggles of wounded veterans and the families of fallen soldiers. On March 18, 2025, he posted a video highlighting police interference in the street vending activities of disabled veterans.
He was arrested by police on March 31.
Haji Valiyev has been charged under Article 221.3 (hooliganism committed with weapons or objects used as weapons, involving violence against a victim or damage to property) and Article 186.1 (intentional destruction or damage of property causing significant material harm) of Azerbaijan’s Criminal Code.
He denies the charges, claiming they are politically motivated and linked to his public advocacy on behalf of war veterans.
The “Young Veterans” Public Association, which he led, was established in 2021 under the umbrella of the “Karabakh Veterans” organization. The group officially ceased operations on May 28, 2025.
