According to several Russian media outlets, a luxury villa located in the elite “Mayendorf Gardens” (Майендорфские сады) compound near Moscow — registered in the name of Heydar Aliyev Jr., son of Azerbaijani President Ilham Aliyev — has accumulated nearly 1 million rubles (approximately USD 10,000) in unpaid property taxes.

The estate, reportedly worth around USD 35 million, spans 1,600 square meters and sits among the mansions of Russia’s wealthiest oligarchs and state elites. The property is said to have been officially transferred to Heydar Aliyev Jr. in 2007, when he was just 9 years old. The legal owner prior to this transfer was Arif Pashayev, a prominent Azerbaijani academic and maternal grandfather of Heydar Jr.

From Grandfather to Grandson: A Quiet Transfer of Wealth

The villa, nestled next to Podushinsky Forest and near the Barvikha Sanatorium, was initially registered under Arif Pashayev’s name. In 2007, the property was gifted to his grandson, Heydar Aliyev Jr. This transaction predates Heydar’s adulthood by over a decade, raising further concerns about how such vast assets came under the name of a minor.

The “Mayendorf Gardens” compound itself is shrouded in secrecy. The estate, famous for its exclusivity and high-level security, houses the properties of Russia’s wealthiest — including Forbes-listed businessmen and high-ranking officials. Residents often arrive in tinted vehicles and employ private security. Each estate is equipped with its own security house, including the one protecting the Aliyev estate.

In total, the estate spans over 7,000 square meters, with the main house measuring 1,600 square meters. Just a few properties away, President Aliyev’s daughter, Leyla Aliyeva, owns another luxury mansion, which she reportedly acquired at the age of 20.

Lavish Lifestyles, Murky Finances

This revelation about the Aliyev family’s Moscow properties adds to a growing body of evidence detailing the family’s global asset empire — often obscured by shell companies and offshores. Investigative journalists from OCCRP have previously exposed links between the Aliyevs and numerous luxury real estate holdings, including gold mines, hotels, and commercial properties stretching from Dubai to London.

The family’s wealth is not merely inherited but tied directly to their political dominance. President Ilham Aliyev, in power since 2003, has consolidated authority by modifying Azerbaijan’s constitution to remove term limits and appointing his wife Mehriban Aliyeva as First Vice President. The family’s financial empire is intertwined with the business holdings of the Pashayevs — Mehriban’s family — whose assets are managed under PASHA Holding.

This conglomerate controls banks (PASHA Bank, Kapital Bank), insurance companies, construction and tourism firms, and owns a substantial share of Azerbaijan’s luxury real estate market. OCCRP has reported connections between PASHA Holding and Russian state enterprises, including a controversial arms export intermediary.

Transparency Deficit in Azerbaijan

These property revelations come amidst increasing international concern over the Azerbaijani government’s lack of transparency. In Transparency International’s Corruption Perceptions Index, Azerbaijan ranks 152 out of 180 countries. Furthermore, the Central Election Commission has failed to disclose the financial declarations of presidential candidates since the 2018 election — in direct violation of Azerbaijani law.

Attempts by journalists to uncover the extent of the ruling family’s wealth are often met with censorship, harassment, or erasure of data. Azadliq Radio, for example, has documented the removal of company information linked to the ruling elite from Azerbaijan’s tax registry.

A Broader Pattern Among Post-Soviet Elites

The Aliyev family is not alone in this trend. Across the former Soviet space, many heads of state and their relatives have invested heavily in Russian real estate. From the Yanukovychs in Ukraine to the Karimovs in Uzbekistan, political power has often translated into high-end Moscow residences.
